Cultural Analysis of Conflicts Around Medical Reform: In Case of Pharmaceutical Practices

Abstract

|
This study examines the cause of social conflicts around pharmaceutical practices by analyzing actors¡¯ arguments in policy process. This research argued that these conflicts come from not only stakeholders¡¯ economic interests but also culture based on the social relations. Around conflicting issues such as publicness and right, knowledge and expertise, policy problems, and blame attribution, we confirm that in their cultural orientation, government shows hierarchy, medical professions do individualism and civic organizations do egalitarianism. This study shows the cultural theory as useful framework in policy analysis and as complementing interest-based approaches.
